Hmmmm.....I guess I understand that point of view. But the reason that we stay in the left lane is because it's safer to stay in the left than to pass on the right, and if someone just keeps staying in the left, then of course we're going to move into the right lane to pass them, if they're not going to move over. Slower people have to be aware of those behind them, as well. I know I am. When I see someone bearing down on me, I'll just move over, no questions asked, because I do the same thing when I need to.
